En su último mes en el gobierno, Bachelet pareció caer víctima de una sensación de urgencia por cumplir todas las promesas de campaña que no había podido o querido cumplir durante sus dos mandatos. Se dio todos los gustitos que no se había podido dar en La Moneda. Después de haber sido forzada a realizar cambios de gabinete, dejando caer a varios de sus principales aliados, Bachelet optó por tomar las decisiones que quiso sin consultar siquiera a sus ministros.
