Julio Borges is a lawyer from the Andrés Bello Catholic University (UCAB) who holds a Master’s degree in Philosophy from Boston College and a Master’s degree in Public Policy and Latin American Studies from the University of Oxford. He has also completed a postgraduate degree in Theology from UCAB, a Master’s degree in Ratzinger’s philosophy from the International University of La Rioja (UNIR), and a Ph.D. in political philosophy from Universidad Santo Tomas de Aquino. He is the founder and leader of the Primero Justicia movement. Borges has been elected to the Venezuelan Parliament three times. He became head of the opposition bench in 2016 and 2017 and president of the Venezuelan Parliament in 2017 and 2018. In 2017, Borges received the European Parliament’s Sakharov Prize on behalf of the Venezuelan Parliament and its political prisoners. Borges has been head of delegation in different negotiations with the Maduro regime.
He was the international representative of the Venezuelan Parliament during the interim government, representing Venezuela in numerous meetings with presidents, prime ministers, foreign ministers, and parliaments around the world. Currently Borges coordinates the program on political negotiations at the University of Valencia (UCV) and has published several books. He contributes regularly to Infobae, El Espectador, El Español, El Confidencial, El Debate, and the Miami Herald. He lives in exile due to 4 prison orders from the dictatorship.
