Global Americans’ Latest Foreign Policy and Democracy Monitoring Project Report

Made possible by the generous support of the National Endowment for Democracy, this report is the third in a project to analyze and track the foreign policies of governments in the Americas and those of other select countries of the Global South as they relate to democracy and human rights.

As we seek to promote greater discussion and accountability of foreign policy in the Western Hemisphere, Global Americans monitors governments’ commitments—in words and deeds. This report is an update on the votes and actions by states in the hemisphere—including the U.S. to analyze democratic governance and human rights’ progress in the region. You can view our previous report Liberal or rogue? Latin American foreign policy and human rights and Liberals, Rogues & Enablers: The International Order in the 21st Century and country profiles here.

Our report will cover:

  1. UNHRC updates and votes
  • How are Latin American countries voting on resolutions regarding the crisis in Syria?
  • Has there been a chance in voting patterns with the changes in governments in Brazil and Argentina? (Spoiler alert: yes.);
  • The repercussions of the U.S. pulling out of the UNHRC under the leadership of U.S. Ambassador to the U.N. Nikki Haley; and
  • Ways to reform the UNHRC without U.S. abdicating its leadership in the body.
  1. Inter-American Commission on Human Rights
  • Implications of leadership change across Latin America for IACHR;
  • Which countries are cooperating with the Commission and the odd decision of the U.S. not to participate in the 161st hearings; and
  • Global Americans scoring of IACHR Nominees and which countries are putting forward weaker candidates.

III. Discussion in OAS on Inter-American Charter

  • Incisive commentary of the March and April meetings with respect to Venezuela, including how countries voted in the two times Venezuela came up under the Inter-American Charter;
  1. ILO 169: Protecting the Rights of Communities and the Indigenous
  • A look into the progress of indigenous rights, country by country violations and the status in the development and application of ILO 169 in Latin America
