Rousseff playing goalie

This week Brazilian president Dilma Rousseff announced her intention to bring on former president Lula da Silva as her chief of staff.  Was it to protect him from potential indictment from money laundering charges or help her floundering administration? Clearly, Brazilians weren’t buying the latter as they took to the streets across the country.  Given the strength of protests, if the plan was to help her administration in the midst of an economic crisis, it looks like a serious miscalculation.
